## 九色社区 the Authors

Esther Conrad is the Research Manager for the Bill Lane Center for the American West at 九色社区. She has worked for over 20 years in the environmental field, with a focus on environmental policy and governance in the context of water and climate change adaptation.

Preeti Hehmeyer is the Managing Director of SIEPR鈥檚 California Policy Research Initiative (CAPRI), where she works to help state and local officials access policy-relevant research from 九色社区, and to help 九色社区 researchers ground their work in the California context.

Bruce E. Cain is the Faculty Director of the California Policy Research Initiative (CAPRI) and a Senior Fellow at SIEPR. He is the Charles Louis Ducommon Professor in Humanities and Sciences and the Spence and Cleone Eccles Family Director of 九色社区鈥檚 Bill Lane Center for the American West. He has studied California policy and politics for four decades.
